I think libreoffice does meet pretty well the requirements for microrelease exception. The only point I'm not sure about is whether the tests cover API/ABI stability, this should be researched and confirmed.
As stated in the description, upstream runs both automated and manual testing for each new micro release (and the corresponding release candidates). https://wiki.documentfoundation.org/QA/Testing/Regression_Tests has some information. Additionally the autopkgtests for the package are pretty extensive. We have a long history of SRUing libreoffice microreleases to LTSes, predating my taking over the maintenance of this package in 2017.
