I think libreoffice does meet pretty well the requirements for
microrelease exception. The only point I'm not sure about is whether the
tests cover API/ABI stability, this should be researched and confirmed.

As stated in the description, upstream runs both automated and manual
testing for each new micro release (and the corresponding release
candidates).

information. Additionally the autopkgtests for the package are pretty
extensive.

We have a long history of SRUing libreoffice microreleases to LTSes,
predating my taking over the maintenance of this package in 2017.

I'll let Heather comment on the impact of bug #1869561 (its importance
is set to High, if that's any indication).
