Says it all in debian/groff-base.mime:
application/x-troff-man; /usr/bin/nroff -mandoc -Tlatin1; copiousoutput;
print=/usr/bin/nroff -mandoc -Tlatin1 | print text/plain:-
This should use -Tutf8, since Ubuntu ships with UTF-8 encoding by
default. Otherwise, "see mymanpage.1" generates garbage characters.
