Public bug reported: I have a Desktop PC with MSI PRO B450-A PRO Motherboard and CPU Intel Core AMD RYZEN 3 3200G 4-Core 3.6 GHz, and RAM CORSAIR Vengeance LPX 16GB (2 x 8GB) 288-Pin DDR4 SDRAM.
OS is Ubuntu 18.04 LTS. Current kernal 5.3.0.53. This system has been in operation normally for about 6 months. However, around 5/20/20, this problem started. On shutdown, shutdown screens/activity seem normal, then the video is cut and system appears to have shutdown, however the PC power/power LED remain on. I have to hold the power button to turn completely off. In order to further isolate this issue, I ran fsck (no errors). Shutdown from Live CD session is normal. When I boot into kernal 5.3.0.51, shutdown is normal. So this appears to be an issue related to kernal 5.3.0.53. Repeated switching kernal back and forth confirms problem only existing on 5.3.0.53.
