Public bug reported:

Description: Ubuntu 20.04 LTS
Release: 20.04

I can't seem to get Ubuntu to route sound out to my USB connected external
audio interface or my integrated soundcard (MSI Mortar B450M).
I have options to select either as output devices in the Sound section of the
Settings app, however, clicking any of those seems to result in the sound being
routed out to either my HDMI connected TV, or DisplayPort connected monitor -
whichever was last chosen from the list.
The list seems to get populated correctly though, and even correctly reflects
headphones being plugged into and unplugged from the front panel
The ubuntu-bug test app was able to successfully play the test tones via both
interfaces without problem.
I also notice in the Settings app's Sound section that, when switching between
my 2 audio-enabled display devices and clicking Test, the selection in the list
will revert to the 2nd item on the list (which in my case is neither of the
display devices), but the afore chosen display device will still play back the
sound.
