This panic is happening early in boot. No modules are linked in. We can assume 
it is not usb subsystem bug. This is from dmesg.
"pci 0000:00:00.0:[Firmware Bug]: reg 0x1c: invalid BAR (can't size)".

It is perhaps possible to boot your usb with some boot paramater like
pci=nocrs https://wiki.ubuntu.com/Kernel/KernelBootParameters

If you happen to upgrade to focal via update-manager or do-release
upgrade it would be good to know does kernel still panic.
