What I can see now is that you have a 4K monitor connected via HDMI
that's scaled to 8K:

I think that can only happen with the fractional scaling option so
please turn that off:

  Settings > Screen Display > Fractional Scaling = OFF

Then restart. If the problem is still not solved after that then I ask
for you to please describe it again in different words. Maybe in
Russian.
