Just to make clear that I'm my case it's not an upgrade, but a clean
20.04 install.

  Running an up to date Kubuntu 20.04.
  
  WHen i change the wallpaper from the default to some wallpaper I
  downloaded (and used in 18.04), this new wallpaper will show as
  expected. When I however reboot, Kubuntu reverts back to the default
  wallpaper.
  
+ Edit : in my case it's a clean 20.04 install.
