For the benefit of bystanders who might be using the Clipboard Indicator extension to Gnome, I've switched to CopyQ and been quite happy with the results. I'll know more in the next 2-3 weeks whether this problem persists in my environment when I complete my next expense report.
In the meantime, thanks to everyone involved in trying to diagnose and fix this problem. I share many people's frustrations about not getting a version of Mutter that seems to work, especially since it seems beyond me to try to upgrade Mutter independently of the rest of the operating system in order to evaluate the results.
