Unfortunately the problem has not been completely solved, if I can put it that way. First (before) of all, I had already installed the Slimboot Battery 3 (an application for controlling battery consumption that uses tlp). So I used its configuration interfaces to define the USB blacklist and I also disabled the "Bluetooth device deactivation" ... after that I noticed that the reconnection time of the peripherals decreased a little ... However the return of the idle mode continued keeping erratic mouse behavior. So I uninstalled Slimboot and then removed all remnants of it manually, only the TLP was maintained, with the suggested configuration changes (I installed TLPGUI to check it out) ... Well, in the end, even so the problems continued. Finally I decided to remove all the TLP, TLPGUI and all its configuration traces, restarted the computer and, as in other times, continued the slight improvement of the keyboard and mouse connection time (in the login interface), but in the execution of the system, when returning from idle mode, mouse pointer continues to have a problem, slow and heavy locomotion, keyboard taking time to reconnect and failing in the first seconds after connection. For now I keep turning off and on again the bluetooth to return to normal. As the changes I made affected the initial behavior, I think the problem may be related, in fact, to the TLP. Perhaps a new installation of ubuntu can guarantee that this will resolve itself ... but I can't do that right now.
