Public bug reported:

Flashed an SD card with the daily Focal preinstalled raspi armhf image
which boots just fine. Then added the arm64 architecture (dpkg --add-
architecuture arm64) and install the 64bit kernel (same version as the
preinstalled 32bit kernel). This also installed a couple of other 64bit
packages but the end result is that the Pi no longer boots.

ubuntu@rpi-4b-rev1d1-17cf:~$ sudo dpkg --add-architecture arm64
