Public bug reported:

Upgrading from Ubuntu 18.04.4 LTS to Ubuntu 20.04 LTS stops.
I removed all PPAs, check and removed all hold and partial installed packeages 
with:

dpkg -P $(dpkg -l | grep "^rc" | awk -F" " '{  printf $2 " " }'|sed -e
's/\:.* / /g')

but still not possible to upgrade.
