I can't reproduce this with a regular (upstream) 5.6 server; Can run a 5.6 server on a debian 9 host and connect to it fine from a 20.04 running 8.0.
What is the auth type of the user in the mysql.user table? Does the same thing happen if you create a new user with just a normal password auth?
