Frank pointed out that virt-install uses: --location http://ports.ubuntu.com/ubuntu-ports/dists/focal/main /installer-s390x
Meaning, it is sensitive to "/images/" changing to "/legacy-images/". However, instead of changing images to legacy-images, we could instead change "installer-" prefix to "legacy-installer-".
