Public bug reported: This is a problem with the Network Connections system settings module, accessed either through the system tray icon or KDE System Settings.
On Kubuntu 20.04 (Plasma 5.18.4), there is a theming problem, where the borders and tool button area of the widget containing the list of connections appears black. This clashes with the rest of the window, and obscures the button icons, and appears to be a mistake. I have not changed the default theme, or any settings related to theme colors.
