I used the official ISO for Lubuntu Bionic and boot it live (also experienced 
that in an installed system).
After updating the entire system via apt update && apt dist-upgrade, I 
installed the packages snapd via apt.
Then I installed a snap, e.g. chromium via sudo snap install chromium.
After that I try to start it from the terminal with
chromium
Then the message appears, that /snap/bin is not in the env var PATH.
