Ok, this is a bug in linux-oem-20.04. The installer boots the default Ubuntu kernel, which does work without problems. However, the installer installs and select linux- image-5.4.0-1002-oem as the default kernel. The kernel does not allow to adjust the screen brightness.
When booting into the standard kernel, then the problem disappears: Linux hsahorst 5.4.0-21-generic #25-Ubuntu SMP Sat Mar 28 13:10:28 UTC 2020 x86_64 x86_64 x86_64 GNU/Linux Should this be filed towards the oem-kernel? I didn't install the kernel myself, but selected the option to install 3rd-party drivers during the installation process.
