This bug occurs in Pop!_OS 19.10 for me with or without a clipboard manager installed.
In addition, when I do have a clipboard manager installed, it occurs BEFORE any clipboard manager i tried receives any information about what I tried to copy or paste, so seems inaccurate to me that blaming a clipboard manager will get to the root issue.
