Thanks everybody! I ended up taking the long route through grub. Two additions to the solution from the other bugreport:
1. My root disk is encrypted so I had to use the "ro init=/binb/bash" flag instead to get to the password promt. If you use `rw` you (or at least my setup) get stuck before bash starts. 2. You might need to fetch a bunch of packages over the network to actually run `apt -f install`.
