I have the same problem that my system reboots when I want to power it
off. Rebooting is independant whether I use the KDE shutdown button or
the "shutdown -P now" command on the command line.

This behaviour is also true for Ubuntu 7.04. There I had the same
problem. To give more helpfull informations I attached several log file.
On your web page (https://wiki.ubuntu.com/DebuggingACPI) I found some
dubugging informations which I also tried, Here is a short summary about
the results:

acpi=off (S)
acpi=ht (S)
pci=noacpi (R)
pnpacpi=off (R)
noacpi (R)
nolapic (P)

where
(R) : System reboots instead of shutting down
(S) : System stops and can be switch off by hand (which I suppose is correct 
since acpi is disabled)
(P) : System powers off as expected (but my USB mouse was not working with this 
booting option)

Hopefully I could give you helpful informations for solving this bug.
