apt is not in charge of the profile copy, the chromium snap does this
the first time it is run.
This is meant to provide a seamless transition from the deb to the snap,
so that average users won't even notice the difference.
If you're uncomfortable with that feature, you can prevent it by
disconnecting the chromium-config plug after the transition, before
launching the snap for the first time:
snap disconnect chromium:chromium-config
I understand your concern, but I'm marking the bug invalid as this is
working as intended.
