Public bug reported: I normally run xfce4-screen-saver and xfce4-power-manager with no problems. Within the past couple of weeks, say from Feb 2020, my machines are no longer shutting down the screen or suspending the cpu.
To sort out which of the two is causing the problem, on one laptop I killed the screen-saver and on another killed the power-manager. The one with the screen-saver running locked the screen, the one with the power- manager did nothing. lsb_release -a No LSB modules are available.
