I tested 2.620.1 from eoan-proposed and 2.525.41 from bionic-proposed. For each suite I produce images that include preseeded snaps (in /var/lib/snapd/seed/*) using the ubuntu-cpc project (unminimized) and images that did not include snaps by default using the ubuntu-cpc project with the minimized subproject but adding a snap in a binary hook (and not specifying a core snap beforehand).
