This changeset is not 'critical' for ESM support on trusty because
ubuntu-advantage-tools package already delivers a static APT config with
the appropriate values:

root@trusty-box:~# cat /etc/apt/apt.conf.d/51ubuntu-advantage-esm
Unattended-Upgrade::Allowed-Origins {
  "${distro_id}ESM:${distro_codename}-infra-security";
};
Unattended-Upgrade::Allowed-Origins {
  "${distro_id}ESMApps:${distro_codename}-apps-security";
};

Since ubuntu-advantage-tools already delivers the necessary config, we don't
need to add risk to trusty unnecessarily for this optimization. As such, we can
reject the trusty request as a workaround is in place.
