I seem to have just bumped into this sort of issue beta testing Xubuntu 20.04. My Xubuntu 16.04 systems never did this. I did not have time to upgraded to Xubuntu 18.04, so cannot comment about that LTS release.
I set up SAMBA mounts to our office SAMBA server... sort of the Linux equivalent of Windows drive letter shares. Using Thunar to transfer/copy files across the SAMBA mount... the operation gets started, then the progress stalls, and canceling the copy progress box never goes away. I close the windows, logoff the SAMBA server, reboot. Logged into SAMBA and copying at a terminal window is successful. So I know it is not an issue with the underlying SAMBA mounts. I can successfully copy both ways (client to server / server to client) in a terminal window. Again, this is a new defect since Xubuntu 16.04.
