This was a glibc vs qemu-emulation issue. Glibc versions in >=Eoan failed with the Qemu versions <=Focal.
In coordination with IBM everyone agreed that emulation isn't a primary use case and that backports would therefore not be SRUed as the risk to break something for more common use cases outweights the gain. Especially now that users can just upgrade to Focal if they need a qemu able to emulate the insructions (and the Ubuntu Cloud Archive backports that to Bionic).
