/usr/share/doc/tgt/examples/targets.conf.example <- here you go, as you said! Not sure I should worry about changing the man page about it or not. In this case, for example, it is in "/usr/share/doc/tgt/examples/targets.conf.example" and not in "/usr/share/doc/tgt/targets.conf.example" BUUUUT I bet there might be tons of other similar cases like this.
