Public bug reported:

During using Ubuntu 18.04 i set switching keyboard layout combination to 
Ctrl+Shift by tweak-tool.
The combination worked great - with Shift-Ctrl and Ctrl-Shift both, no matter 
in which order keys were being pressed.
But after upgrade to 19.10 and setting the same combination through the same 
tweak-tool it seems like only Ctrl-Shift is working and Shift-Ctrl is not 
anymore. 

Ubuntu release: 19.10
gnome-tweak-tool: 3.34.0-2

Steps to reproduce:
- Launch "Tweaks" tool
- Choose Keyboard & Mouse
- Press Additional Layout Options
- Choose "Switching to another layout"
- Pick "Ctrl+Shift" by setting the checkbox active

What was expected:
Shift-Ctrl combination doing the same as Ctrl-Shift

What happened instead:
Ctrl-Shift is working and Shift-Ctrl is not
