Public bug reported: This is same bug as #540751, as it happens again in Ubuntu 19.10 with Java 11. Way of reproduce it:
- Fresh Ubuntu 19.10 install. - Install default-jre. - Download (for example) lastest NetBeans version. - Edit a file in NetBeans, you can't insert characters like 'รก'.
