Hi,

Apparently this tv-out black/white problem is much more a hardware
problem than a software problem. I finally solved this black and white
output problem using a ridiculously simple method: first turn on the TV
(or other external video display) and then connect the S-Video cable
from the TV to the computer BEFORE TURNING ON THE COMPUTER. That way,
the S-Video adapter in my Dell laptop (with intel driver) correctly
recognizes that I am using a PAL TV, not SECAM or NTSC.

Now if you first turn on the computer, then turn on the TV and then
connect the S-Video cable between the two, then you will get black and
white output on the TV and color output on the computer, which is what
we need to avoid.
