I'm affected too (Ubuntu focal, kernel 5.4). I found a simple workaround here using thermald : https://forums.lenovo.com/t5/Other-Linux-Discussions/X1C6-T480s-low-cTDP-and-trip-temperature-in-Linux/m-p/4637873#M14378 helped from here : https://github.com/intel/thermal_daemon/issues/215 It's just a workaround... and I don't really understand how it does make the limits higher, but it's better than nothing.
