In general, newer versions are packaged in newer Ubuntu releases. They
are sometimes backported, but older releases are mostly unchanged except
for security issues or critical bugs. See

The good news is that libwebsockets 3.2.1-3 is currently proposed for the 
upcoming Ubuntu Focal
