"Always on top" is selected as a default setting, however this is not
the case in operation, unless you uncheck and then  recheck "Always on
top". Unless you look here and discover that to be the case, then tilda
is not operating properly. In fact, it is still not operating properly
even after taking this action, therefore this needs a more exact fix
that solves the problem.
