Hello from 2020, the man for notify-send now indeed has a note for the -t parameter that "Ubuntu's Notify OSD and GNOME Shell both ignore this parameter.".
However "notify-send --help" still shows the old message, which had me wasting the last hour trying to figure out what was wrong.
