The problem still manifests with 5.3.0-24-generic, in addition to the
previously known-good kernel used by 19.04.

Like others I tried disabling the TPM but it did not help.

Given the problem still manifests with the previous kernel, this looks
like it may be a GRUB issue. Will try downgrading GRUB and updating this
ticket if I learn more.
