To repeat this bug u need 2 monitors.

 [1] [2]
left right

Open google-chrome or visual studio code on the right [2] monitor
Press f11 - this is ok - fullscreen on the right [2] monitor
Press f11 again before continue, to exit fullscreen mode
Now press left mouse button and hold head on the window and bring mouse closer 
left part of the right [2] monitor.
Press f11 - this is bad - fullscreen on the left [1] monitor but window was on 
the right [2].
Press f11 again before continue, to exit fullscreen mode
Now press left mouse button and hold right border of the window to resize it 
and change width of the window (it does not matter will yoy increase or 
degreese it)
Press f11 - this is ok - fullscreen on the right [2] monitor.
Press f11 again before continue, to exit fullscreen mode
Press f11 - this is bad - fullscreen on the left [1] monitor.
