description it seems that the /usr/share/mysql-common/configure-symlinks
file is missing:

 /var/lib/dpkg/info/mysql-server-8.0.postinst: line 191: /usr/share
/mysql-common/configure-symlinks: No such file or directory

The file is installed by the mysql-common package and should be present
in your upgrade scenario. Was it by any chance manually deleted?

As this looks like local corruption or misconfiguration, rather than a
bug in Ubuntu, I'm marking this report as Incomplete for the moment. If
you believe that this is really a bug, then you may find it helpful to
read "How to report bugs effectively"

if you would then provide a more complete description of the problem,
explain why you believe this is a bug rather than a problem specific to
