Thank you for taking the time to report this bug and helping to make
Ubuntu better.

I've experienced it before (but not recently excluding unrelated LXQt
issues), and in my case as I recall it was because of a change like
changing monitors (to lower resolution, or change in orientation, or
after disconnecting external monitor) that I saw as the cause; reversed
change briefly (ie. move window position) so issue was fixed (closed;
re-opened program so it  & ignored it (it didn't occur again).

I've tried briefly to re-create it (Lubuntu 18.04), but was unable to.

I was able to drag `vlc` to a position where it was partially off-
screen, closed it, then when it was re-opened, the window opened in the
exact same position it was last time (ie. partially off-screen).  It's
possible something like this that @Glenn has done (maybe with screen
orientation, whilst extra external display was connected, or a bad
mouse-movement, then the program was just closed with Alt-F4 or close
from panel etc. and it's re-opening to its last position).
