I've up a test LPAR for bionic with counters and sampling facilities enabled 
(in the activation profile) and did a verification of the cpumf tools included 
in the s390-tools package version 2.3.0-0ubuntu3.5 - it's more a regression 
testing, since I only have access to z13 machine.
Anyway, on the z13 machine I was able to successfully use and run lscpumf, 
chcpumf and perf  - I executed some samples and they all looked good, no 
issues, error or regressions found.
Hence adjusting bionic tag ...
