Checked on a different ubuntu machine, /etc/emacs/site-start.d/00debian- vars.el didn't exist. ran "aptitude install emacs22" on second machine and it succeeded, and file was generated. Copied 00debian-vars.el to original machine, and re-running "aptitude install emacs22" succeeded.
