This is not a bug, but results from the new debian vim guidelines (http ://pkg-vim.alioth.debian.org/vim-policy.html/index.html).
You need to "install" your vim addons via the command "vim-addons" of the package vim-addon-manager (apt-get install vim-addon-manager). See "vim-addons -h" for help. As for vim-vimoutliner, there's no registry entry (see my bug report #163583), you need to add one manually. Vimoutliner will then appear in the list of installable addons when running "vim-addons list".
