Sorry, Sarah. I don't think this bug should be marked as fixed. What I meant in my most recent comment is that manually configuring the usplash.conf _does_ fix the problem.
However, I just reinstalled Gutsy and it didn't set the settings correctly. Every time I booted up and shut down, the splash screen did not appear and I saw junk on the console. I had to manually edit usplash.conf to get it to appear.
