Thanks to the Xfce developers! Today, I added the Xubutu developer's staging PPA to my Linux Mint Xfce 19.2 LTS installation and upgraded my Xfce to 4.14. Now, I am able to choose to put the desktop icons on the primary monitor. This way, I can see the desktop icons on any monitor in my triple-monitor setup by designating the monitor as the primary one.
This did cause some other glitches, such as not being able to install the trash applet or the screenshot applet on the panel, but I found workarounds for these issues. I am very pleased that the desktop icons issue has apparently been solved.
