OS: Ubuntu Bionic 18.04.3 LTS
Python version: 3.7.3
Pip version: 9.0.1 via apt package python3-pip

Problem:
When running "pip3 list -o" pip fails with a type error:

DEPRECATION: The default format will switch to columns in the future. You can 
use --format=(legacy|columns) (or define a format=(legacy|columns) in your 
pip.conf under the [list] section) to disable this warning.

Appears to be similar to pip issue #5429: 
https://github.com/pypa/pip/issues/5429.

I resolved locally by purging python3-pip and re-installing using get-
pip.py.
