Thank you for reporting the bug and helping to make Ubuntu even better.
The behavior you described is consistent with how sudo is supposed to
act.  If you want to use 'startx' as a normal user, do not use sudo.  If
you want to use 'startx' as root, use the -H option for sudo.  Eg 'sudo
-H startx'.  See 'man sudo' for details.

Please keep in mind that running a full X environment as root is not
recommended.
