I have a similar netbook called Dell Inspiron 11 3162 in which this is reproducible. Changing brightness with the FN (function) key combinations change the gamma of the screen instead of the actual brightness. It's a fake brightness change, like the one Redshift can do if you're familiar with it.
If I go to the settings and open Brightness, I can move the slider there and change the brightness as expected. It's just the key combination that doesn't work as we expect. I have tested Lubuntu 19.04 and Fedora 30 LXQt in their default settings. In both this is reproducible. I don't have these systems installed right now.
