Your initial description provides the error message

"was likely caused by Unofficial software packages..  Please use the
tool 'ppa-purge' ..."

which you then stated "I have done it but it appears again"

Your system messages though still show many packages that are Unofficial
16.04 packages from non-Ubuntu sources, eg.

Broken ros-kinetic-rqt-robot-steering:amd64 Depends on ros-kinetic-
rostopic [ amd64 ] < 1.12.14-0xenial-20190608-041049-0800

You may have removed some of your sources that were creating problems,
but as far as I can see the message still covers other sources &
packages that were not yet removed.

If you believe this is wrong, please respond with more detail and you can 
change the status back to 'New'.
