Thanks for filing this bug in Ubuntu. The "php" package is meant to be the easiest way to install php for the most common scenario, which is using a webserver. If you know you want to use just the cli, you can install php-cli, for example, which won't pull in a webserver.
If you want to use it as a cgi, you can install php-cgi. That is also not pulling in a webserver. Does the above information help?
