This also affects "Cascadelake-Server" defined guests migrating from patched Bionic to unpatched Disco - that will fail. But requiring updates being applied is fine, only the enforced guest restart (which doesn't apply to the just mentioned use-case) is the thing that is really bad.
Overall maybe even worth a NEWS entry for the Disco upload to increase the chance of admins being aware.
