I just installed gtk3.24.9 in fedora but the issues remains. No matter which apps, the issues aren't consistent but it's either a black background or redraw issues (either the icon moved to the side for a new one or by changing icon themes and the old icon still partially visible underneath) or both. Compositing disabled, but that's a basic feature as compositing do take a toll on old hardware.
