I feel this might be two bugs; one related to encoding of LDAP responses
and the other due to behavioural changes - if that is the case we need
to split them apart.

With regards to python3 encoding - the last three commits in master
branch on token_formatters.py are related to py3 encoding - I think we
need to pick those:
